Sheff Wed Deals with Major Issues, Declares New Football Authority

'We are going to be a part of football's future' - newly appointed regulator David Kogan

The Championship club's current difficulties constitute a "major concern" and the new football authority is aiming to acquire authority to examine team situations in similar circumstances, the recently named head the regulator has declared.

During an extensive discussion, Kogan, who was named to the position this week, showed understanding towards Wednesday's fanbase.

The chairman convened with four supporter groups associated with the Championship side recently.

The team have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on multiple instances, including in September.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"Sheffield Wednesday is one of the iconic names for the English game and recently we have met fan representatives.

"We are seeking authority... which will permit us to bring Sheffield Wednesday - and other clubs submitted for our review if they require examination and dealt with."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner Dejphon Chansiri stated during the off-season he would be open to selling the club at the stadium, but he has failed to complete a sale with potential new owners.

Delayed salary payments on time in spring months caused limitations by the English Football League (EFL) in mid-year, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although that restriction was lifted in late summer.

Authority's Position

The regulator explained: "The position was created for the supporters of Wednesday, Bury or any football club where supporters are loyal to a local institution that has represented their community in multiple situations.

"I completely understand the team's plight, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for causes separate from the supporters."

Questioned about whether the oversight body could require an proprietor to divest a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an individual club, an individual owner, without being able to work with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"In actuality, when you review the record of the game, over the past few decades there have been some owners, not many, but some who have been irresponsible in the manner they have operated their clubs and ultimately refuse to accept accountability for the coming years."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to explain the responsibilities of the authority recently and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished could disappear swiftly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money entering the sport and has come into football for the past two decades, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to take a really clear view on risk and of course, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the success and growth as an economic entity of the Premier League.

"I of all people understand the concern of undermining the division as a high-quality offering of this country. But simultaneously, if you talk to the Premier League after this week's discussion, they would have had a high level of reassurance -and, actually, they have been advising us privately they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "full inquiry" by the official appointments authority after he disclosed making donations to the political party in the past.

The 68-year-old donated money to Culture Secretary the politician's campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the regulator explained.

"I currently have no participation in any form of political activity."
